TEHRAN Oil Minister Bijan Namdar Zangeneh said that the bill to establish an Energy High Council is being discussed and after cabinet approval, it will be submitted to the Majlis.

Zangeneh, talking about disagreements between Iran and Azerbaijan on the Caspian Sea, said, "We have clearly stated our position on the Caspian Sea and have defended our national rights and sovereignty."
